The second regular meeting of the Central Emergency Response Funds (CERF) Advisory Group (AG) in 2018 was held in New York on October 24, 2018. The meeting was chaired by the Chairperson of the CERF AG Ms. Leni Steinseth, Humanitarian Director of the Norwegian Ministry of Foreign Affairs, and attended by all AG members. Rachmawati Hussein Deputy Chairperson of the Muhammadiyah Disaster Management Center (MDMC), is present as a member of the CERF AG newly appointed by the UN Secretary-General for the period 2018-2020
The lecturer who was absorbed by Mrs. Ama acknowledged that the meeting was very important for Indonesia. The Indonesian state needs to examine more deeply the discourse on expanding CERF funding allocations beyond funding for the emergency disaster phase. This is due to the potential for inefficiency and overlap of funds and programs of the humanitarian and development entities of the United Nations which do have an operational mandate for the early action phase. “In addition, UN entities need to be continuously encouraged to address their regular and irregular budget disparity issues so that they can maximize the use of their own funds,” he concluded.
The Lecturer of Government Affairs and Administration UMY also explained the steps that must be taken by the Indonesian Government so that the proper use of funds can be absorbed maximally. “Indonesia’s main step can be started by studying the regional allocation scheme as allocated by the CERF for the Latin American region. This is mainly related to meeting the basic needs of refugees and foreign asylum seekers in Indonesia. “As understood, related international organizations in Indonesia, such as UNHCR and IOM, have begun to reduce their funding commitments to meet the needs of foreign refugees and asylum seekers in Indonesia,” he said.
